Judith C. Appelbaum, Director of Programs

Judy came to ACS after almost 12 years at the National Women's Law Center, most recently as its Vice President and Legal Director. While at NWLC, Judy participated in litigation, advocacy, and public education activities in many areas of NWLC's work, and was a frequent commentator on judicial nominations, reproductive rights, employment issues, and other topics. She previously served as Counsel to Senator Edward M. Kennedy on the Senate Judiciary Committee staff, and his chief advisor on women's rights issues. In that capacity, she assisted with Supreme Court confirmation proceedings and had lead responsibility for drafting and moving to enactment several major pieces of legislation involving sex discrimination, domestic violence, and women's health and reproductive rights. Her legal practice has also included service as Attorney-Advisor to the Chairman of the Federal Trade Commission, and private practice in Washington, D.C. Judy received her law degree from Stanford Law School in 1977, and her undergraduate degree summa cum laude from the University of Pennsylvania in 1974.
