Howard University Chapter of ACS, HBA-DC, the Hispanic Law Student Association of Howard University School of Law, and the Muslim Law Student Association are presenting a panel to discuss the Dream Act and Secure Communities.

This panel will examine the federal and state partnerships related to immigration enforcement, particularly 287(g) agreements and the Secure Communities program. Panelists will discuss the increasing role played by state and local law enforcement in DHS initiatives as well as the impact of these federal immigration measures on local communities and community policing.

In addition, panelists will discuss the DREAM Act in the broader historical context and meaning of citizenship and the immigrant experience in the United States, and specifically in the Washington, DC region. They will also examine debates and activism surrounding the DREAM Act as illustrating the conflicting legal, political, and socioeconomic landscape of immigration reform.

Panelists will include James Ferg-Cadima, Regional Counsel of MALDEF; Professor Ajmel Quereshi, Associate Professor of Law at Howard University; Zorayda Moreira, Staff Attorney at CASA de Maryland; and Sameera Hafiz, Policy Director at Rights Working Group. The Moderator will be Mariela Oliveras, Associate Professor of Law at Howard University.
