Does America Need a Civil Gideon?

Federalist Society & American Constitution Society will host a debate featuring Stephanos Bibas of Penn Law and Gerry Weber, former Legal Director of the ACLU of Georgia, on whether there should be a right to counsel in civil litigation, including deportation and severance of parental rights. Food will be served.

  • Stephanos Bibas: As director of UPenn’s Supreme Court Clinic, Bibas litigates a wide range of Supreme Court cases, both criminal and civil. He and his co-counsel won a landmark victory in Padilla v. Kentucky in 2010, persuading the Court to recognize the right of noncitizen defendants to accurate information about deportation before they plead guilty.  He earned his JD from Yale Law School and holds degrees from Columbia and Oxford.
  • Gerry Weber: Graduated first in his class from University of Georgia School of Law and clerked for Honorable Carolyn Dineen King of the 5th Circuit prior to embarking on a civil rights career.  He served as Legal Director for the ACLU of Georgia for 16 years, and currently operates his own civil litigation boutique.  Additionally, Mr. Weber is an Adjunct Professor at Emory University School of Law and Senior Staff Counsel at the Southern Center for Human Rights.
