The Interstate Compact for a National Popular Vote would guarantee the presidency to the candidate who receives the most popular votes nationwide -- thus bypassing the Electoral College system without a constitutional amendment. This compact is now law in three states (MD, NJ, IL), and bills are pending in almost every other state legislature. Will this National Popular Vote initiative succeed? Whom will it benefit?
